Why passenger count doesn't tell the whole story
A Standard car seats up to 4, but its luggage budget is separate from how many of those seats you're actually using — it's built around a combined unit count, not simply 'room for whoever's sitting in it'. Two people using two of four seats doesn't mean the boot has room for four people's worth of luggage; it has exactly the same fixed luggage budget regardless of how many passengers are travelling.
Doing the maths on three large cases
Each large checked case counts as two luggage units against the combined budget, so three large cases alone already account for six units before a single cabin bag is added. A Standard, Electric or Business car's budget is six units with at most two large cases — 2 large bags + 2 cabin bags, or 4 cabin bags — so a third large case doesn't fit, however few passengers there are.

The SUV / XL category is built for exactly this kind of mismatch — more seats than you need, but genuinely more luggage room, enough for the third case and cabin bags without anyone perching a bag on their lap or the driver having to decline a bag at the kerb. If a Standard car arrives and the luggage genuinely doesn't fit, the driver will let you know rather than force it in awkwardly, and we'd move you to a suitable category as quickly as we can — but that's a much less smooth version of the same outcome you'd get by simply booking the right category from the start.
