Nothing about booking a category requires filling all its seats; a single passenger with luggage that exceeds a Standard car's 6-unit budget is exactly the situation the SUV/XL or Minibus categories exist for, seats to spare or not.

Add up your bags using the unit rule and compare the total against each category's budget rather than assuming based on how many people are travelling. Someone relocating with four large cases and a couple of boxes is well past a Standard car's capacity on luggage alone, even travelling entirely solo — that's a case for the SUV/XL, or the Minibus if the load is genuinely large.
